The Cottage Grove Village Board on Monday approved a pre‑annexation agreement clarifying utilities responsibilities related to a proposed multi‑use recreational development on two parcels outside current village boundaries.
Village staff said the property owner notified the village of intent to pursue annexation and to develop a large recreational facility. Rick (village staff) told trustees the principal utility concern was looping a water main from Commerce Parkway through the property to Gaston Road to preserve water quality. Utilities commissioners reviewed an initial plan and supported the water main looping concept, with the village estimating a small proportionate share of the work for the loop — an unofficial estimate in the range of $80,000–$90,000 to be funded by impact fees the village has already collected.
The pre‑annexation agreement does not obligate the village to accept annexation; trustees were told a formal annexation process would follow if the owner submits a petition, including a review by the Department of Administration and adoption of an annexation ordinance. Trustee Murphy moved approval of the pre‑annexation agreement for the specified parcels; the board approved the motion.
Trustees said the agreement helps set expectations for infrastructure responsibilities early in the development process and ensures that utilities planning can preserve service and water‑quality standards if the project advances to formal annexation.
