The Bryan City Council on June 16 approved a package of budget ordinances and awarded a contract for a roof project at the Don North Municipal Building.
Ordinance No. 32 20 25, the annual appropriations ordinance for fiscal year ending Dec. 31, 2025, reallocated previously budgeted funds so the portion of income-tax-funded work would be paid from the 1% income tax fund rather than the half-percent fund; the clerk described the net change as zero. The council also approved a transfers ordinance (Ordinance No. 33 20 25) implementing quarter transfers prescribed by the budget and moving $250,000 for the roof project into the appropriate fund.
Following the budget actions, the council authorized the mayor to enter into a contract with Richland Company and Associates Inc. for the project formally described in Ordinance No. 34 20 25 as the Don North Municipal Building re-roof. City staff recommended replacing the building’s exterior mansard (the visible perimeter shingle section) with a darker gray standing seam metal finish, while leaving the building’s flat rubber roof intact. Staff said the building’s original shingles had repeatedly failed in high winds and that annual patching costs had been significant.
Staff presented the low bid and an alternate add for standing seam metal; the meeting record contains the bidding discussion but does not provide a clear, unambiguous dollar total in the transcript excerpt. The council approved moving forward with the low bid and the standing seam metal alternate and directed staff to finalize contracts. Staff estimated procurement and contract completion would allow work to occur in the fall, with a target completion date referenced as Nov. 1 in the presentation.
Council members suspended the rules to consider the appropriations and contract ordinances the same night and approved each by roll call. The ordinances and contract award together authorize the city to fund and proceed with the visible roof replacement work under the terms of the accepted bid.
