New water resources director reports wastewater compliance improvements; phosphorus exceedance noted

Chanel Kirkpatrick, the city’s director of water resources, presented the City of Beloit’s 2024 Compliance Maintenance Annual Report (CMAR) for the wastewater system and told the council the utility’s overall score improved from a 3.84 to a 3.92 GPA while phosphorus remained the primary exceedance.
Kirkpatrick said the CMAR reviews operational, financial and maintenance metrics for the wastewater system. "This is a fairly thick report in front of you," she said, adding that most metrics scored 100 percent and that phosphorus exceedances have improved compared with past years. She told council members staff expect further improvement next year and that the exceedance is currently minimal.
Councilor Dench asked what penalties might apply for not meeting standards and whether DNR enforcement could occur. Kirkpatrick replied that penalties are possible but that the city’s exceedance was small and the system is improving; she said the city would provide more specifics if council wanted follow up, and that municipalities typically come under DNR scrutiny only if noncompliance is persistent.
Council approved Resolution 2025084 accepting the 2024 CMAR by motion and voice vote. Staff will continue work on phosphorus reduction and may return with further details on enforcement risk and remediation measures.
