NEISD details timeline, student choice and staffing as three campuses consolidate

NORTHEAST INDEPENDENT SCHOOL DISTRICT — District staff on Monday updated trustees on the consolidation of three campuses and the steps taken to move students, staff and materials to receiving schools.

The district said packing, labeling and campus inventories have been ongoing since early May, and the first scheduled physical moves will begin Wednesday, June 18. Staff reported that about 318 school-choice applications had been submitted and that 289 had been approved; six applications remained pending. The district estimated about 1,000 students were affected by the three-campus consolidation, though officials said a final count of how many students will not return to district schools will not be known until enrollment stabilizes in August or September.

District staff described personnel placements made to date: as of June 16, 173 employee placements had been completed, 22 resignations had been received (including retirements) and three promotions had been recorded. Special education and Section 504 records were reviewed and transferred as needed; staff said no new parent requests for 504 meetings were received during the inventory audits.

The board asked about projected savings from the consolidation; a district official said preliminary estimates put the savings in a range near $6 million to $6.4 million but that the figure could change as final costs are reconciled. Walk-throughs to assess needed repairs and renovations identified mostly routine work orders (paint, flooring repairs, additional cameras and proxy tags). District facilities staff told trustees that newly identified, consolidation-specific costs identified so far total under $10,000; one classroom partition was cited as costing about $530.

Staff said pupil personnel services continued to process school-choice requests and to communicate with parents. Transportation supplements for special education students were reviewed with the transportation department to ensure receiving campuses meet student needs. The district said it will provide another consolidation status update in August after summer moves and enrollment stabilization.

Trustees asked several operational questions about application denials, how teacher placements intersect with resignations and whether exit-interview data would be pulled; staff said exit interviews are voluntary, data for the current year were not yet compiled and the district will report additional information once the resignation window and fiscal year close.
