Oklahoma County Excise Board approves FY2025–26 general fund and temporary school appropriations

Eleanor Thompson, presiding officer of the Oklahoma County Excise Board, called a special meeting Monday, June 16, and the board approved the county general fund budget for fiscal year 2025–26 and a slate of temporary appropriations and requests for state or federal funds for local school districts and charter schools.
The board approved the Oklahoma County annual general fund budget for FY2025–26 “in the amount not to exceed $138,265,103,” an item requested by Marissa Trait, county clerk and secretary to the board. Board members also approved temporary appropriations for multiple school districts to allow them to begin the upcoming fiscal year on July 1, and they accepted several state and federal fund adjustments for the current fiscal year.
The approvals included: temporary appropriations for Choctaw-Nicoma Park Public Schools ($46,455,462 general fund; $3,467,757 building fund; $2,392,009 child nutrition), Deer Creek Public Schools ($62,949,828 general fund; $6,551,598 building fund; $4,730,059 child nutrition), Harrah Public Schools ($20,291,408 general fund; $5,258,195 building fund; $1,019,658 child nutrition), Eastern Oklahoma County VOTEC (temporary appropriations listing $13,000,000 general fund; $4,500,000 building fund; $200,000 bond fund), and a range of other districts and charter schools listed on the agenda. The board also approved amended and post‑amended budgets for EPIC Charter Schools (third amended FY2024–25 budget increased to $299,202,080) and Putnam City School District (FY2024–25 post‑amended amounts including a $196,641,304 general fund). Several charter and virtual schools received approvals to accept state or federal funds received after their final budgets, including a $37,526.15 IDEA federal funds adjustment for Virtual Preparatory Academy of Oklahoma and a $667,905.23 literacy grant for Santa Fe South Charter School.
Board members discussed the county budget briefly before voting. One member noted the overall county budget “will be less than last year” and observed the county is entering the new fiscal year with “several million dollars” in reserves; another member said revenue projections appear flat. Those remarks were made during the budget discussion and did not change the motion to approve. The items requesting temporary appropriations were described by county finance staff as preliminary or temporary so schools could begin operations on July 1.
All motions recorded in the meeting were approved by voice vote. The transcript records motions to approve each listed item, seconds, and the board’s voice responses of “Aye.” The record does not attach individual roll‑call tallies to the votes in the transcript.
