Parker Authority extends redevelopment-agreement deadline for Parker Meadows; authorizes process to acquire two road segments

The Parker Authority for Reinvestment voted 6-0 June 16 to approve a first amendment to a redevelopment agreement for the Parker Meadows Improvements project, extending the deadline to complete required conditions from June 30, 2025, to Dec. 31, 2025, and to enable acquisition steps for two road segments.
Attorney Michael Maloney (identified in the record as “Mister Maloney, Esquire”) told the Authority the original redevelopment agreement among the Authority, the Town of Parker and the Parker Meadows Condominium Association was executed Oct. 1, 2024, to support the Beckett Drive, Brompton Way and Woodman Drive connectivity project. He said the amendment would extend the agreement’s completion date and that the town plans to authorize an uncontested eminent domain filing in Douglas County District Court to obtain title to Beckett Drive and Brompton Way if necessary.
Maloney said, “this is to acquire title to Beckett Drive and to Brompton Way,” and noted the agreement’s language that the redevelopment agreement “shall automatically terminate” if the conditions are not satisfied by the June 30, 2025 deadline unless amended by the parties. Town staff member Weldy told the board that funds provided by the Authority for the project were transferred to the town and are currently held in the town’s streets fund.
The amendment follows prior town approvals: the town council approved an exemption plat for the project on April 7, and the site plan received administrative approval on April 13. Under the amended schedule, officials said they expect to complete the remaining conditions—and commence construction—before the Dec. 31, 2025 extended deadline if possible; Maloney said, “we would like to get it done sooner so we can hopefully commence construction earlier.” He also said the Parker Meadows Condominium Association has approved the amendment and returned a signed copy to the town.
Board members said the Authority had discussed the project extensively at earlier study sessions and expressed support for securing an additional access point for life-safety and connectivity reasons. Board member Wilkes, speaking in support, said the extension ensures the project will not “just go away.” There were no public comments on the item.
Board member Wilkes moved to approve the amendment; board member Hafton seconded. The motion passed 6-0.
The amendment extends the timeline to complete permitting, platting and acquisition steps tied to the redevelopment agreement and authorizes the town to proceed with an uncontested eminent domain filing to obtain title to specified road segments if required to meet town conditions.
