City attorney/read by staff explained the amendment repeals a prior 400 milligrams-per-liter threshold and replaces it with language that applies surcharges for any loading in excess of zero milligrams per liter, preserving the per-pound rates and five‑year increases. Staff said the change corrects a drafting error from rates passed last year and is intended to capture billing for return charges from the South Dearborn Regional Sewer District.
Council members and staff repeatedly clarified that the amendment does not raise residential sewer rates. The ordinance will be published for a public hearing at the July 7 council meeting and then proceed to second reading and a vote.
