Summary
Parker approved an ordinance (No. 5.28.037) authorizing the town clerk to administratively establish neighborhood boundaries for new and change-of-location special liquor-license applications, following a unanimous recommendation from the Special Licensing Authority.
The Parker Town Council voted unanimously to authorize the town clerk to administratively establish neighborhood boundaries for certain special liquor-license applications, a change intended to reduce one hearing step for applicants.
Miss Vanderpool, a town staff member, explained the amendment aligns municipal code with Resolution 25-024 (approved earlier by the Special Licensing Authority) and allows staff to provide applicants a boundary map and a public hearing date without the applicant first appearing before the authority to set the boundary. “If approved, this ordinance will alleviate one step in the liquor license application process,” Vanderpool said, describing the change as a customer-service and time-saving measure.
Council members responded that delegating the boundary-setting step to staff based on guidelines the Special Licensing Authority approved would speed applicants’ progress while preserving a public hearing for the license decision. “Anytime that we can take a board that we've entrusted … and take their recommendations … I want to trust that,” Council member Wilkes said, noting his prior SLA experience.
The Special Licensing Authority reviewed the draft ordinance on May 15 and recommended it unanimously. Council member Fransen moved to approve ordinance No. 5.28.037 on second reading; Council member Wilkes seconded. The motion passed 6-0. No public comment was offered on the item at the meeting.
