The Port Hueneme City Council on June 16 adopted three resolutions ordering the levy and collection of assessments for fiscal year 2025–26 for the city’s landscape and lighting maintenance districts and authorized staff to file the billing documents with the Ventura County Auditor‑Controller.
City staff reported the recommended levies and related budget impacts during the public hearing. Staff said the lighting district’s budget showed expected revenue of $132,000 against expenses of $188,000, leaving an approximate $56,000 subsidy that the general fund would cover. The parkway median and drainage districts were budgeted with shortfalls that could be covered by existing district fund balances.
Staff explained the rising cost driver: electricity and utility rates for street lighting have increased in recent years. The report noted options for a long‑term remedy, including pursuing an overlay assessment under Proposition 218 if the council decided to seek voter approval for higher assessments to offset the general‑fund subsidy.
Following a public hearing with no public speakers on the item, the council voted unanimously to adopt the three resolutions and to authorize the city manager to execute the agreement with the Ventura County Auditor‑Controller for direct assessment billing.
