The Decatur County Board of Commissioners approved the regular meeting minutes and authorized a transfer moving $100,000 tied to the Greensburg Tax Increment Financing (TIF) into a park activity appropriation, commissioners said.
The actions resolved a procedural issue about advertising and appropriation. “This allows the funds from city tip to be a program spent, not additional funding, which we proved,” an unidentified commissioner said during the minutes discussion. A county staff member explained that the funds are “in the park activity fund” and the transfer simply moves money from cash into an appropriation line. The staff member said the $100,000 allocation originated from Greensburg TIF.
Commissioner Kenny Peters made the motion to approve the minutes; Ashley seconded and the motion carried with an affirmative vote (recorded in the minutes as 6–0). Later, commissioners approved a transfer from the Greensburg TIF into the park activity fund and again moved the appropriation on the record. County staff confirmed the dollars are available in the current year’s account and will remain in the park activity fund.
Kristy, a county staff member, said an account has been set up for those funds and that money is “still going into the park activity fund.” County officials noted some confusion in the draft minutes about whether the item had been advertised in time for the prior meeting; staff agreed to review the audio if needed to confirm chronology.
No supplemental policy or ordinance was enacted; the votes were recorded as routine minutes approval and fund-transfer motions. The transfers will allow the county to spend the appropriated funds from the park activity line as planned.
