City reports contractor interest in wastewater expansion; board discusses vetting drone flights over facilities

During department reports on June 16 the board heard that Wessler Engineering has advertised an expansion project for Franklin's wastewater plant and that the city has received multiple contractor inquiries, including requests to survey the site and to fly drones.
Sally (staff) told the board, "Wessler Engineering advertised the last 2 Fridays for the project, the expansion of the wastewater plant. And we've had a lot of phone calls about, contractors wanting to come and look, fly drones over, that kind of thing." Board members asked about security and how the city vets drone flights over critical infrastructure.
A board member asked, "What do we do from a security standpoint on who's flying drones over our facilities?" Staff said the requests are expected during business hours, contractors should request permission, call ahead and check in at the front desk, and that the only contractor identified so far that asked to fly a drone is Thieneman Construction. Staff said check-in and supervised visits are the current approach; the board suggested staff confirm contractor identity and purpose if an unannounced drone is observed.
The board did not take formal action; the discussion established an operational expectation that contractor drone flights be scheduled, permitted and supervised during working hours with check-in procedures.
