Johnson County Airport staff briefed the Board June 5 on proposed intergovernmental reimbursable agreements with the Federal Aviation Administration (FAA) for FAA‑performed work tied to the New Century AirCenter runway reconstruction (Runway 18/36) and the construction of a new air traffic control tower (ATCT).
"We're talking about FAA owned devices that require their hands and their work to certify and put into practice," Brian Johnson said, explaining that the FAA will perform work (for example, navaids or radar) and the county will initially fund the work and then be reimbursed with federal dollars. He said each project has a not‑to‑exceed cap of $900,000 for reimbursable agreements in the near term.
Johnson said these reimbursable agreements are a standard federal process where the FAA performs specialized tasks and the airport or sponsor advances funds that are later reimbursed through federal programs; he described earlier, smaller reimbursable agreements already executed for environmental review and runway design work.
Commissioners asked about the security of federal funding amid recent federal discussions about clawbacks. Johnson responded that the first $15 million for the tower had been appropriated under the 2024 programming process and that runway programming is included in FAA funding plans; he acknowledged there is no absolute guarantee but said the funding is programmed and that staff and federal partners have worked to provide appropriate assurances.
No final agreements were executed during agenda review; staff said the items will appear on the consent agenda next week for Board action.
