Johnson County updates MOU with seven northeast cities to allow grant application for co-responder position

Johnson County Mental Health presented an amendment June 5 to the memorandum of understanding (MOU) with seven northeast cities — Merriam, Mission, Roeland Park, Fairway, Westwood, Westwood Hills and Mission Woods — to clarify budget language and enable one city-funded co-responder position to apply for a Bureau of Justice grant.
"The main change... is that in addition to just clarifying some budget language, the northeast cities fund one of those positions through a Bureau of Justice grant. And in order to apply for that grant, they have to have an updated agreement that's what they would refer to as a 2025 current agreement," Tanner Fortney said.
Fortney told commissioners the amendment does not add positions or change service levels; it updates the agreement so those cities can pursue outside grant funding to support the existing co-responder service. Commissioners asked about how much each city uses public safety sales tax to fund co-responder services; Fortney said he did not have city-level budget breakdowns and recommended commissioners ask individual cities for that information.
No formal vote took place at the agenda review; staff said the amendment is procedural and will be presented for formal action at the Board’s next meeting.
