Johnson County mental health center awarded $347,000 state grant for adult crisis stabilization center

Johnson County Mental Health staff told the Board of County Commissioners on June 5 that the county has been awarded a $347,000 state grant for the adult crisis stabilization center located at the Shawnee campus.
"This grant will allow us basically supplemental funds that we can use to be able to pay for salaries, benefits, supplies, and equipment," Tanner Fortney, a Johnson County mental health official, said during the agenda review. Fortney said the county is not dependent on this grant to operate the facility, noting that Community Care Behavioral Health Clinic (CCBHC) revenues will cover operations should the grant funding end.
Commissioners asked whether the funds came through KDADS and whether they were state-only or state-distributed federal funds. Kevin Kufeld, Johnson County Mental Health, said the funds were allocated by the state (KDADS) from federal dollars that flow to the state, and the county applied to the state for the award.
Board members also asked whether proposed federal changes to Medicaid could threaten funding. Fortney said recent federal proposals could change but noted that Kansas is not a Medicaid expansion state and has strict Medicaid eligibility rules; he said staff currently do not see a large immediate risk to the county’s Medicaid-linked revenues but cautioned that the situation could change.
No formal vote occurred during the agenda review; staff indicated the grant acceptance will be presented for formal action at the Board’s regular meeting.
