Construction on Delaware Health mental health facility nears completion; county awaits Comcast data line for final inspections

BW Construction project manager Mark Manship told commissioners on Monday the Delaware Health mental health facility is on schedule for building turnover with a target completion date in early July.
Manship said the construction contract value has remained $7,996,017 and that exterior work, asphalt, sidewalks, storefronts and painting are complete. Interior finish work is at about 80 percent, and the contractor reported progress on plumbing, electrical, HVAC and fire protection systems.
Manship said permanent power has been energized and that the project is moving off temporary systems. He also reported the generator has been set, kitchen equipment is on site, and furniture and equipment deliveries are scheduled for the end of June.
A remaining critical dependency is installation of Comcast data service. Manship said Comcast’s fiber extension and account setup are required for some fire‑alarm and network‑dependent systems; the fire marshal requires two methods of alarm signaling and the team has planned a cellular backup, but a hardwired data line is still needed for final inspections and occupancy.
Manship said, “Our project completion is still scheduled for, July 3,” and that turnover and final documentation are targeted for mid‑ to late August, pending utility and data services.
County staff and BW Construction said April pay applications are paid and the May payment was approved at the last board meeting; BW expects the May draw to be processed this week. Commissioners and staff will continue to coordinate with Comcast and Recovery Solutions to finalize IT racks, battery backups and fire‑alarm connections required for final inspections.
