Finance director outlines ERP rollout, audit contract and ongoing PERS issue

The city’s finance director told the council the administration is preparing for a multi-year enterprise resource planning (ERP) implementation while finalizing audit services and managing recent state retirement-system issues.
Cassie Lynn said the city has gone through the financial modules with Tyler Technologies and is in the assess-and-define phase of the 2.2. area project. "We are still scheduled for 07/01/2026 go live date," Lynn said, describing a phased rollout that will include finance, HR/payroll, timekeeping, permits and licensing, and utility billing last. Lynn said the project timeline currently schedules training for power users beginning in August with a data conversion into a test environment around July of the planning year.
On audit services, the council approved AM number 2526 awarding a three-year contract to BDO USA in the amount of $310,460 to provide fiscal years 2025, 2026 and 2027 audit services; BDO has been the city's audit firm for more than 15 years, Lynn reported.
Lynn also described a state PERS outage that began in October and prevented automatic uploads of employee and employer contributions; the city had to manually upload spreadsheets for each payroll to avoid penalties and ensure interest accrual. "It took about 90 days before they kinda got that cleared," Lynn said of the state's system. City staff worked to meet an April 15 deadline for manual submissions.
Lynn reported a sales-tax filing platform upgrade by a vendor caused a roughly six-hour outage on June 5; the vendor returned the platform to service and the new interface retains prior functionality.
Councilors asked for additional implementation timelines and confirmation of audit contract terms. Lynn said staff will return with more detailed ERP schedules and training plans and that BDO will proceed under the approved contract.
