County staff reported they had contacted the city of Newton for updated billing information and that the city had not yet received an invoice from Hillsborough Industries for prior turn‑lane or entrance work. Commissioners discussed whether to fund only the design or both design and construction phases and noted that the design costs may not require immediate payment; the design deliverables may be due next year.
One commissioner argued for proceeding with design only to allow budgeting time, while another favored a previously agreed split that would cap the county contribution at a lower figure. The motion that passed authorized participation in the design and set a not‑to‑exceed amount of $250,000 for the county share of the design work. Commissioners asked staff to confirm future invoices from Hillsborough Industries and the timing of design payments with the city before any construction commitments are made.
The motion passed 2–1. Commissioners said they will budget for the design phase and continue coordination with the city of Newton and the industry stakeholder to ensure the county's share is consistent with prior commitments and invoices.
