Parks staff opens bids for pro-level disc-golf baskets; Innova lowest fully compliant bidder

Harvey County Parks opened competitive bids on May 20 for 36 championship-level disc-golf baskets and poles at Camp Hawken and recommended additional vendor checks before formal award.

Parks director Cass Miller reported four bids were received: Disc Golf Association Inc., Prodigy Disc, Innova (Innova Disc Golf) and MVP Disc Sports LLC. After reading specification responses, Miller told commissioners Innova met all bid specifications and submitted the lowest fully compliant total price. Prodigy and MVP submitted lower or comparable prices for some line items but did not fully meet all the bid specifications (for example, some bidders could not supply three sets of pre-numbered bands or answered “N/A” for required items). Miller requested time to confirm Innova materials and references and offered to return next week with a final staff recommendation for award.

Brandon Nelson, a local course volunteer and longtime user, told the commission he has worked on the Camp Hawken course for 15 years and endorsed Innova baskets, saying they have thicker cage construction and are durable against mower and play damage.

Commission action: the board moved to accept the bids and direct staff to review the compliant proposal and references; commissioners voted to accept all bids for review and defer final award pending staff recommendation next week. No final purchase order was issued at the meeting.

Staff said baskets are budgeted across two fiscal years (half in 2025 and half in 2026) and that installation of concrete tee boxes and signage is planned after basket procurement; staff noted a potential fundraising pathway for future course improvements but said no fundraising had been finalized.

Parks staff will return with recommendation and references for a formal award vote.
