The Henrico County School Board on June 12 adopted and incorporated a May 28, 2025 hearing officer report and recommendation in employee case 24-25-E4, and moved to dismiss the matter, the board said during a recorded vote.
The action came after the board first entered a closed session authorized under the Virginia Freedom of Information Act. "I move that the school board go into closed session for the discussion of matters covered under item a.1 of section 2.2-3711 of the Code of Virginia... pertaining to the assignment, appointment, promotion, performance, demotion, salaries, disciplining, or resignation of specific school board employees," a board member moved at the start of the closed-session motion.
Board members returned to open session and certified the closed meeting. "The ayes have it. Closed session has been certified," the chair said. The board then voted to adopt the hearing officer's report and recommendation regarding employee case 24-25-E4; the motion to adopt was moved by Board Member Michael Irving and seconded by Board Member John Young. "The recommendation has been upheld," the chair said after the vote.
This action followed the closed-session discussion the board authorized under the Virginia FOIA exception for personnel matters. The certification motion recorded that, to the best of each member's knowledge, only matters lawfully exempted were discussed in closed session.
No additional disciplinary details or personnel records were disclosed at the open meeting beyond the board's formal adoption of the hearing officer recommendation and the dismissal referenced in the motion. The board did not provide individual roll-call vote names in the public record beyond the unanimous "ayes" announced at the meeting.
The school division's public agenda listed the item as employee case 24-25-E4 and the hearing officer report dated May 28, 2025. The board did not announce further follow-up steps at the meeting.
