Williston Basin School District 7 board members debated whether agenda-setting should be centralized to a governance committee or continue as a rotating process that allows every board member to take part.
The draft governance policy described a governance committee that would "assist the president and superintendent in planning upcoming school board agendas." Some board members argued agenda-setting has been practiced as a Thursday-before meeting that includes the president, vice president and a rotating third board member; others preferred the governance committee take the role. "I would adjust the prior language and instead where the governance committee seems to me to be the one assisting in that," one participant said, recommending membership include both leadership positions and one other member for continuity.
Several board members said they favored keeping the rotating-member approach so all board members rotate into agenda-setting rather than assigning that responsibility to a standing committee. The consultant said she would remove agenda-setting from the governance-committee section and add language earlier in the policies describing the standing agenda-setting meeting (president, vice president, rotating member, and superintendent) to match current practice.
No formal committee-structure change was adopted at the workshop. Staff will edit the draft policy to clarify membership and the placement of agenda-setting language, then present it for further review.
