Williston Basin School District 7 consultant presents aligned governance policies and strategic plan ahead of June adoption

A governance consultant told Williston Basin School District 7 board members on an internal workshop call that updated governance policies and a newly developed strategic plan are vertically aligned and ready for final review ahead of proposed June approval.
The alignment pairs about 15 results policies to specific strategic-plan goals and corresponding operational-expectation policies, the consultant said. "What you have is a vertical alignment now of governance policies and your strategic plan," the consultant said, describing the work done with a writing team and district staff.
Why it matters: Board adoption would let the district enter an implementation phase starting July 1, the consultant said, and would allow monitoring reports used during the year to connect directly to the board's results policies.
The consultant outlined four strategic priority areas — academic engagement, innovation (long-range planning and technology), school culture and climate, and resource management — and said the results policies would guide the periodic monitoring reports Jason and his team provide to the board. "When I talk about results policies ... Jason and his team will come up ... looking at some of these measures that are listed here in the strategic plan," the consultant said.
Board members and staff discussed logistics for finalizing the documents. The consultant suggested an in-person orientation and workshop in advance of the June board meeting so the board could vote in June and begin July implementation. Board members agreed to coordinate schedules; one noted multiple June conflicts and the consultant proposed alternate options including a Zoom workshop.
The draft also preserves a section of "foundational practices" — ongoing district activities the consultant said are intentionally distinct from strategic goals so the plan stays focused on priorities. Facilities planning and a separate long-range facilities plan remain as areas to be developed further; the consultant recommended a facilities plan that "establishes priorities for construction, renovation, and maintenance projects" rather than a restrictive itemized list.
No formal adoption occurred at the workshop; staff and board members will circulate the drafts and finalize logistics for review and a vote at upcoming board meetings.
