The New Kent County School Board on Tuesday approved the superintendent’s fiscal year 2026 operating budget and capital improvement plan after adopting an amendment that reallocated staffing resources and added several positions.
Finance staff presented an amendment that reworked a vacant middle school physical education position to fund three additional paraprofessionals (including one for a newly added VFPI position and two for cross‑cap needs at Clinton Elementary) and to add a teacher‑in‑residence slot. The package also included a part‑time administrative assistant at the high school and the plan to hold one teaching slot in reserve for kindergarten if enrollment requires it.
"We are trying to really squeeze as much as we have out of the budget," the finance presenter said, noting the division is prioritizing classroom positions and strategic hires. Superintendent Doctor Nichols and staff said several difficult tradeoffs were needed to deliver step and salary increases while balancing enrollment‑driven staffing needs.
Board members discussed shifting small discretionary board funds back into departmental budgets and the mechanics for transfers during the year. The budget memo circulated to the board indicated some line items could be shifted if priorities emerge midyear.
Board member Miss Cunha moved to approve the amendment and adopt the budget; Mister Vaught seconded. The board approved the amended FY26 operating budget and CIP unanimously.
Clarifying details the superintendent and finance staff provided: the division hoped to bring in more teachers‑in‑residence (several colleges had candidates) but has limited budget capacity; some kindergarten sections may require additional staffing; and the budget continues to prioritize positions that support special programs and kindergarten coverage.
Why it matters: The adopted budget determines staffing, program capacity and services for the 2025‑26 school year. The amendment redirected existing vacancy funding toward paraprofessionals and residency hires rather than creating a new PE teaching hire.
