Board hears update on cell-phone policy and dress-code enforcement, asks for teacher feedback and summer review

School administrators updated the board on enforcement of the district’s cell-phone and dress-code policies and outlined steps to improve consistency, including a plan to collect teacher feedback before the next school year.

Administration presented usage and referral data showing a high number of cell-phone incidents at the high school in the first year of a stricter policy and said enforcement became more consistent over time. Staff are collecting correlational measures — classroom time-in-seat, attendance and some grade measures — to evaluate impact, though they cautioned data are correlational and not causal. “We’re looking at some of that data around attendance… it’s more correlational,” an administrator said.

On dress code, administrators said enforcement dipped in colder months and that the middle school showed larger counts because of how enforcement was structured during morning blocks. The board requested a targeted communications approach to explain the policy’s purpose to students and families — decorum, learning focus and respect — and suggested positive reinforcement such as school-spirit “pride” days and themed game-day shirts.

Board members asked for teacher input on whether the cell-phone policy improved classroom instruction and requested the administration present that teacher feedback during the back-to-school work in August. The superintendent agreed to return with a more complete assessment and an implementation plan for consistent enforcement across schools.
