The New Kent County School Board voted Monday to amend its vote-of-consideration protocol, requiring board members who introduce proposed policy changes to attach the relevant policies or code citations and provide a plan of action for the board to consider.
The change, proposed by a board member during the May 19 work session, aims to move items from “blue-sky” discussion to more actionable next steps, the proposer said. “Whatever board member puts forward their request or their policy change… they actually attach the relevant policies and code to that request… so that we all have them handy,” the member said.
Board discussion focused on how detailed the accompanying plan should be. Some members said a broad outline is sufficient to test the board’s interest; others argued for a specific, implementable proposal to avoid repetitive, unfocused discussion. “If we say yes, this is something we want to move forward with, then we’re putting it on an agenda. And now you gotta come with all your details,” one member said.
Board member Robert Reimer moved to amend the agenda to add a vote on the chairman’s proposed protocol amendments; the motion was seconded and approved. The board later voted to approve the two additions: (1) attach policies or code sections cited in the request and (2) provide an appropriate plan of action or proposed next steps.
The board did not set further rules for how detailed the plan of action must be; members said expectations may vary by subject. The amendment was added to the agenda for the remainder of the evening and approved by roll-call vote.
