The Crook County Road Agency budget committee appointed Casey Kiser as its chair and voted to approve a proposed fiscal year 2026 budget totaling $7,000, committee members said.
The proposed budget represents a carryforward balance from fiscal year 2025 and is appropriated entirely to materials and services — primarily insurance, audit services and financial statement preparation — with no funds allocated to road projects or special payments, the budget officer said.
“The purpose of this meeting is to present the fiscal year 2026 proposed budget for the Crook County Road Agency,” the budget officer said. “This represents the interest earnings from prior years. We are not anticipating any new, funding or revenue sources at this time.”
The Crook County Road Agency was formed in 2023 through an intergovernmental agreement between Crook County and the City of Pineville to receive and distribute Secure Rural Schools (SRS) funds for road construction in Crook County, the budget officer said. Congress has not reauthorized the SRS Act; the U.S. House included SRS reauthorization in a reconciliation bill and staff said they are tracking whether the Senate will approve that language.
“If it is not reauthorized, later in fiscal year 26, the board of the road agency may wanna reconvene to consider the long term viability of the road agency,” the budget officer said. Staff told the committee that, if SRS funding is later confirmed, the county would pursue a budget adjustment to appropriate any newly received funds rather than attempt to predict an amount now.
Committee members moved and seconded the two actions on the agenda: (1) appointment of Casey Kiser as budget committee chair and (2) approval of the proposed FY2026 budget in the amount of $7,000. The committee recorded the motion to approve the proposed budget and the chair announced the motion passed. The road agency board is scheduled to meet on June 30 to formally adopt the budget.
The budget officer told the committee the proposed appropriation complies with Oregon local budget law and applicable audit and financial reporting standards and that staff will continue monitoring federal action on SRS reauthorization and report back to the agency when more information is available.
