Crook County adopts two supplemental budgets to appropriate carryover and fiduciary funds

The Crook County Board of Commissioners on May 21 adopted two supplemental budget orders to make carryover funds available and to create a fiduciary account for mitigation funds.
Budget manager Jamie Berger presented Order 2025-13, a supplemental budget for fiscal year 2025 that included an appropriation of approximately $1,505,000 in the Special Transportation Fund due to lower-than-expected spending in the prior year; the carryover will be made available to the Central Oregon Intergovernmental Council for special transportation services. Berger also described additional carryover in the Risk Management Fund (set aside for insurance deductibles) and multiple operating adjustments in department budgets that do not exceed the county’s budget-resolution thresholds.
Berger then presented Order 2025-15, a separate supplemental budget to create a new trust-and-agency fund pursuant to a memorandum of understanding with the Soil and Water Conservation District. That fund will let the county accept and pass through solar-mitigation funds held by the county in a fiduciary capacity and then remit them to the district under the MOU.
Both supplemental orders were heard in public hearings with no public testimony and were adopted by voice vote. Staff said the Order 2025-13 changes are largely internal operating adjustments and the major supplemental requests were the special-transportation and risk-management carryovers.
