The Crook County Board of Commissioners on May 21 approved the Road Department’s procurement of chip-seal oil and a distributor rental from Albina Asphalt using a Deschutes County contract. The combined purchase and rental request totaled $554,310.
Brad Haines, Crook County Road Department superintendent, presented the road-preservation rationale, showing a pavement-deterioration curve and explaining how crack seals and chip seals extend pavement life well beyond full-depth restoration thresholds. Haines said the county plans roughly 22 miles of chip-seal work this year plus an additional 4 miles of related preservation work.
Haines said the county will use a distributor rented from Albina to place the oil and the county will apply the chip-seal rock with its own crews and trucks. He noted the $554,310 estimate is on the high side to allow contingency for weather or material price variation and that final costs will likely be lower if material prices fall.
Commissioners approved the procurement by motion and voice vote with no recorded opposition.
