Commissioners accept ESD 1 annual finance report and approve payroll; no action from executive session

Atascosa County Commissioners Court on May 27 accepted the 2024 annual finance report from Atascosa County Emergency Services District 1 (ESD 1) and approved county payroll runs.
Auditor Tracy Barrera told the court the ESD 1 submits an annual finance report as required; after review, the court voted to enter the report into the county minutes pursuant to Texas Health and Safety Code section 775.082.
The court also approved two payroll runs: payroll number 24 in the amount of $786,732.77 and payroll number 25 in the amount of $7,015.06. Commissioner Gillespie moved and Commissioner Bowen seconded; both motions carried by voice vote.
The court recessed into executive session under Texas Government Code sections 551.071 (consultation with attorney) and 551.072 (deliberation regarding real property) for updates on pending litigation and a sale of McMullen County property. The court returned to open session and, on item 23, stated "there's no action to be taken today."
Why it matters: entering the ESD 1 finance report into the minutes satisfies statutory reporting requirements and payroll approvals authorize county disbursements; the executive-session topics were discussed under attorney-client privilege and produced no public action.
