Committee approves Jamar proposal to replace jail HVAC; full county board to review funding

The Ashland County Finance and Economic Development Committee voted to proceed with a proposal from Jamar to replace multiple heating, ventilation and air‑conditioning (HVAC) components at the county jail and other county facilities.
John, the Jamar representative who wrote the vendor proposal, told the committee the current boilers date to the jail’s 1996 construction and that the recommended new boiler capacity is two million BTUs per hour. "The current ones are approximately 1,570,000 BTUs an hour. We're gonna put in a 2,000,000 BTU an hour boiler," the vendor said. He added both boilers are dual‑fuel with propane backup.
Committee members and the sheriff's maintenance lead recommended replacing both boilers at once rather than staggered replacement. "If we only replaced 1 coming back is always, you know, not as efficient in terms of doing it at the same time. You would recommend both at once? Yes," a vendor representative said. Committee chair Pat Kenny said, "I think the county is best off replacing everything and going with the Jamar proposal."
Why it matters: Committee members said the boilers are at or past expected service life, and that waiting to replace the second boiler later could be more expensive. The committee approved the vendor recommendation and will place the project on the full county board agenda for July 22. Staff also will meet beforehand to recommend whether to pay from cash or issue debt.
