Council adopts 2025 regional hazard mitigation plan to preserve federal funding eligibility

The City Council adopted Resolution No. 15-78 on June 2 to adopt the 2025 Regional Multi-Jurisdictional Hazard Mitigation Plan and authorize the city’s participation in the plan’s implementation.
Fire Chief Joe Maddock briefed the council on the update and said, "MARC is required to update their plans every 5 years. They request from their partners all the MARC boundaries that they update their plans every 5 years also. Once all the plans are updated, MARC says that the entire package [goes] to FEMA. If FEMA approves it, then this makes MARC eligible for federal funding." Maddock listed goals and noted some actions are already complete or in progress.
The resolution passed on a recorded vote with council members present voting yes. Adoption of the regional plan keeps the city on schedule for federal mitigation grant eligibility.
Why it matters: FEMA requires regularly updated hazard mitigation plans for local jurisdictions and multi-jurisdictional groups to qualify for certain federal mitigation funds. Participation preserves the city’s ability to compete for federal disaster-mitigation grants.
What’s next: City staff will continue work on items in the plan and coordinate with MARC for implementation and any required reporting to FEMA.
