Cleveland Heights’ Committee of the Whole discussed an engineering agreement on June 16 to extend the investigation of sanitary‑sewer overflows and suspected illicit private connections in a rectangular block that includes Cleveland Heights Boulevard and Parkdale.
Staff said an initial contract revealed illicit connections on one block and that further investigation is needed to identify additional illegal ties on nearby properties. The proposed contract covers citywide illicit‑connection investigation work but specifically would fund testing and investigation in the suspected block. Staff said the engineer will perform side‑sewer testing to determine which residences have illicit connections and that work would begin after contract execution and scheduling.
Committee members asked whether ARPA funds could be used or if a grant or alternate fund source would be required; staff said they would need to locate a separate funding source and had not finalized a funding plan. A staff member estimated that investigation work would begin soon after contract execution and scheduling arrangements were completed.
No formal vote on contracting was recorded in committee at the June 16 meeting; the item was introduced for committee consideration and staff said they would return with funding details and a project schedule.
