Commissioners used the budget retreat to press staff for a detailed review of the city’s recurring payments to nongovernmental organizations and contractual obligations. Staff presented a list showing roughly $3.2 million in annual payments to nonprofits and an additional approximately $4.3 million in contract obligations.
“I think if with anything, you gotta determine what's the ROI, what's the benefit,” Commissioner (name not specified, referred to during discussion) said after staff displayed the list of nonprofits and contracts. Commissioners asked for documentation showing what outputs or services the city receives for each funding stream and whether contracts include termination clauses or performance metrics.
Several commissioners also pressed for a follow‑up presentation from the land bank to explain property acquisitions, demolitions and whether sales of reclaimed lots are producing tax‑roll returns. One commissioner urged a stronger blight‑removal program and recommended phasing out some city NGO funding over time if the city cannot sustain current commitments.
