The planner responded that stormwater outside the county’s MS4 area is regulated by the Tennessee Department of Environment and Conservation (TDEC) and that the county only has regulatory authority in the MS4 area around the city of Cleveland. "When I get back to the office, I'll look into it, and I'll call you this afternoon," the planner told commissioners.
Commissioners did not specify whether they would ask the state to intervene; staff follow-up was promised to the requesting commissioner.
