Councilmember Reynolds asked whether outstanding items remain from prior La Riviera projects, including unresolved punch‑list work, unpaid subcontractors, and absent final inspections. Crystal (city staff) said La Riviera was the lowest responsible bidder after the apparent low bid was found irregular; staff will enforce lien‑release requirements and the city’s construction‑engineering and inspection (CEI) contract with the airport engineer will provide on‑site monitoring.
Lindsay (city procurement/engineering) said the Federal Aviation Administration requires an independent fee estimate (IFE) and advertising; for this project the IFE was about $4,000 and advertising was under $1,000. The staff memo included a $10,000 administrative line for the IFE and advertising as a maximum; Lindsay told council the final IFE and advertising expense will be less and that project savings are expected.
Project details presented show the ponds will collect and retain stormwater runoff from the west side of the airport, including drainage that currently discharges to Mason Creek. Per FAA specifications, the ponds are designed to drain within 48 hours (staff said typical storms will clear in under 12 hours) and will be sited on the south side of the runway adjacent to city hangars. Crystal confirmed the project is included in a pending FY25 budget amendment.
Council approved the award by roll call after staff confirmed CEI oversight, standard contract administration protections (including lien releases on pay applications), and a commitment to secure final inspections. Staff will complete the procurement paperwork and execute the contract subject to those protections.
The project is part of airport stormwater management improvements intended to keep runoff on airport property and to reduce discharge to Mason Creek.
