Council appoints and swears in multiple board members, approves reappointments

Resolutions approved included: Resolution No. 1571 appointing Betty Bissell to the Planning and Zoning Commission; Resolution No. 1572 appointing John Edward Clark as an alternate to the Board of Zoning Adjustment (Clark was present and sworn in at the dais); Resolution No. 1573 appointing Cindy Spellman to the Parks and Recreation Board (Spellman was present and sworn in); Resolution No. 1574 appointing Keith Wingie to the Community Center Board and MU Extension (appointee absent, to be sworn later); Resolution No. 1575 appointing Greg Broadbent to Parks and Rec (appointee absent, to be sworn later); and Resolution No. 1576 reappointing Sherry Branson Hutt and Terry Irons to the Parks and Recreation Board.
The mayor swore in those who were present. For example, John Edward Clark said while taking the oath, "I, John Edward Clark, do solemnly swear that you possess the qualifications prescribed for this office," and Cindy Spellman said, "I do solemnly swear that qualifications prescribed for this office, that you abide by the constitution of The United States ... and will faithfully demean yourself while in office." The transcript records that some appointees were not present and were to complete swearing-in later through the human resources office.
City Manager Molly explained the appointment process in more detail, noting staff had maintained applications, advertised openings, and forwarded recommended nominees to council. The mayor publicly thanked Scott Buckman for his long service after Buckman declined reappointment.
