City and port continue multi‑jurisdictional Flood Storage Investment Plan; timeline extended after scope increase

City staff updated the Chehalis City Council on May 27 about the Flood Storage Investment Plan (FSIP), a joint city‑port effort to develop a strategic investment plan to reduce flood risk in the southern city and port areas.
The consulting team (SLR International with Watershed Science and Engineering) compiled prior studies and new field data — including hydraulic and hydrologic modeling, culvert surveys and new stream gauges — and identified gaps that required additional modeling and an expanded study area. The city reported the project received an additional $281,000 in funding to cover the expanded scope.
Staff said the expanded work will extend the project timeline by approximately eight months, with completion anticipated in the fourth quarter of next year rather than this year. The plan is intended to identify actionable flood‑risk reduction projects across jurisdictions, improve floodplain functionality and prioritize local projects for funding and implementation.
Outreach so far has included a Chehalis Fest booth and a March workshop; staff plan additional outreach in the port and further public events. The city and the Port of Chehalis will continue collaborating with the consultant team and a technical advisory group; staff will notify council when the next outreach events are scheduled.
