City awards $314,537 bid for Lafayette Park Phase 1; debate over EV charger and parking follows

The South Lyon City Council on May 27 awarded the Phase 1 Lafayette Park improvement contract to Nicholas Contracting Inc. of Milford for $314,537.20 and approved funding from account 101751978.
City staff, including City Manager Mike Darga and DDA Director Nate Mack, recommended the low bid after engineers at HRC reviewed the proposals. Councilmember Hanssen moved to approve the award and Councilmember Kibble seconded.
Discussion after the motion focused on EV charging infrastructure included in the park plan. Councilmembers asked whether the quoted $15,000 line item covered the charger equipment or primarily the electrical infrastructure and trenching. Staff said the $15,000 figure is for site work and infrastructure to support a charger; the charger hardware and some transformer work were being handled separately and, in some instances, by the private vendor that has installed other chargers in town. Staff said the city has reserved funds to add electrical work if a vendor later declines to complete all scope items.
Council members also debated parking impacts. The park design reduces three adjacent on-street spaces to three redesigned spaces (one designated for handicap access and one intended for EV charging), prompting concern that the change removes two convenient spaces for park users. Staff said additional parking exists elsewhere in downtown and that restrictions at EV charging stalls are standard.
Council approved the contract award by roll-call vote. The project package in the council packet included the engineer's recommendation letter, bid tabulation and a phasing plan; staff said work will be scheduled and funded from the identified account.
