Council approves downtown road closure for Carl and Joanne's Christmas in July fundraiser

Jeff Heineon, speaking on behalf of the Carl and Joanne Foundation, asked the council to approve the event; the packet included an event application, a hold-harmless agreement and a road-closure resolution. The resolution authorizes City Clerk Lisa Deaton to apply to the Oakland County Road Commission for the necessary permits and requires the event sponsor to indemnify and hold the city harmless for claims arising from the permitted operations.
Public commenters expressed both support for the downtown fundraiser and concerns about business impacts. David Barton, owner of Twisted Court Winery, said the event "brings life to our historic downtown" and asked for continued council support. Austin White, owner of South Lyon Cycle, expressed support and said he hoped the event would expand to include more of the downtown. Sean Merza, owner of the Shell station at 302 South Lafayette, asked the city to "limit the road closure, please" and requested more garbage cans and better planning for traffic and cleanup; Heineon said event organizers had been discussing impacts with affected businesses and were seeking ways to include them.
Councilmember Bogart moved to approve the event application and road-closure resolution; Councilmember Hanssen seconded. The council approved the motion by roll-call vote.
Council members and staff said the event footprint is larger this year and will overlap with other downtown activities on the same weekend; public safety, access for emergency vehicles, signage and detours will be coordinated with public works and the fire department. The authorization directs the clerk to seek county permits and confirms the city's requirement that the event sponsor meet permit conditions.
