Edmonds council approves non‑voting liaison to South County Fire RFA, confirms Officer Will Morris

The Edmonds City Council adopted a resolution June 10 establishing a non‑voting city liaison to the South County Fire Regional Fire Authority (RFA) board and then confirmed Officer Will Morris as the liaison.
Council President Tibbetts introduced the resolution authorizing the mayor to appoint a non‑voting, non‑elected representative subject to council confirmation. Council member Nand moved adoption and thanked Tibbetts for including a confirmation step to maintain public transparency.
Mayor Mike Rosen said he had already discussed the role with a candidate and nominated Officer Will Morris of the Edmonds Police Department. The mayor described Morris’s qualifications — sworn law enforcement experience since 2019, leadership in the police association and familiarity with emergency operations — and said Morris was willing to serve.
After discussion, council adopted the resolution unanimously. Council then voted on the mayor’s appointment; the motion to appoint Officer Will Morris passed 5–1, with Council Member Dash recorded as opposed because he said he had not had an opportunity to interview Morris and preferred to reserve confirmation until after a council interview.
Council members said the liaison will serve at the pleasure of the mayor while the city remains outside the RFA’s elected-representation schedule and that, per the resolution, the appointment will be subject to council confirmation and periodic reporting back to the council.
