The Edmonds City Council unanimously adopted the city’s 2026–2031 Transportation Improvement Program (TIP) June 10 and directed staff to file the program with the Washington State Department of Transportation.
Public Works staff and Transportation Engineer Bertrand House said the TIP is the six‑year capital list used to pursue state and federal grants and that the state has a statutory July 1 deadline for local filing. Council member Olson questioned some project priorities and asked for clarification on criteria used to rank walkways; House said Maple Street scored higher than Walnut Street because Maple had a higher safety score and proximity to activity centers in the adopted prioritization matrix.
Council members discussed several projects that community members and councilors flagged: the 80th Avenue/230 Fourth walkway (project 32), which council member Payne urged staff to advance for design and grant pursuit; the citywide lighting improvements (project 41) and dark‑sky compliance for fixtures; and bicycle connectivity between the ferry terminal and downtown (project 22). A motion to change project 22 (Main Street bike lanes, ferry terminal to Sixth Avenue) to “low priority” failed after roll call produced a plurality but not a majority and subsequent adoption proceeded.
Council adopted the TIP by motion and vote; staff said the TIP dovetails with the longer 30‑year transportation plan and that projects not on the current six‑year list remain on the city’s planning radar for future funding and design.
