Burien staff say middle-housing amendments aim for June adoption to retain state grant funding

Burien planning staff told the Planning Commission on June 11 they expect to present middle‑housing code amendments for an initial "First Touch" on June 16 and intend to finalize amendments by June 30 in order to meet state deadlines and keep state grant funding for the project.
Liz, the city's director of the Department of Community Development, said meeting the state timeline is important: "By doing so, we will retain grant funding that the State has provided us for this planning work," she said. Staff warned that failing to adopt a local code amendment could cause the city to revert to a state minimum code.
Staff said the local middle‑housing code work includes provisions the commission prioritized during prior work, such as open‑space standards and neighborhood commercial rules that are not addressed in the state minimum code. Staff reported outreach activities that include posted FAQs on the city website and a neighborhood meeting with the Hillcrest community to address local questions.
No vote or formal action was taken on the middle‑housing item during the June 11 meeting. Staff said they will return for subsequent hearings with amendments and that the Planning Commission will consider final adoption at a later meeting date if consensus is reached among commissioners and the City Council supports the package.
