Edmonds to renew commute-trip-reduction interlocal with Community Transit through 2029

Edmonds will continue its participation in the countywide commute-trip reduction program under an updated interlocal agreement (ILA) that extends the current plan through June 30, 2029, the Committee B meeting heard Tuesday.
Bertrand House, transportation engineer for the City of Edmonds, said the ILA renews a program the state established in 2006 by the Commute Trip Reduction (CTR) Efficiency Act. “It basically requires local governments to develop and implement programs and plans to reduce single occupancy vehicle trips as well as greenhouse gas emissions,” House said, describing the statutory framework for local CTR programs.
House explained that Community Transit (referred to in the ILA as ‘‘First CT’’ during the presentation) administers the countywide program, coordinates reporting and meetings with major employers (those with more than 100 employees) and holds quarterly or semiannal employer meetings. The city’s principal duty is to maintain an employee transportation coordinator; House said he is the current ETC and that the city must remain represented at the meetings and assist Community Transit with employer outreach inside Edmonds.
Committee members asked only clarifying questions. Councilmember Olson said she had no questions and supported moving the item to consent. Councilmember Payne also indicated support. Committee members agreed to forward the ILA to the consent agenda.
No substantive changes to program responsibilities were described in the meeting; House said the primary update is the four-year extension of the agreement and the continuation of existing duties between Community Transit and participating cities.
