Miller County commissioners approve RFP to finish Cooktown Road, discuss SAP safety sign plan

MILLER COUNTY — The Miller County Board discussed a proposed $260,000 Safe Alley/Asset Preservation (SAP) funding package and voted to issue a request for proposals to finish paving Cooktown Road.
Commissioners reviewed a SAP application that requests $200,000 with a roughly $60,000 local contribution, a package the presenter summarized as funding flashing stop signs at about 10 intersections and resurfacing work on a set of county roads. “So we did submit, a request for 200,000. It's gonna cost us 60. So 260,000,” a county presenter said during the meeting.
The nut of the plan is pedestrian and driver safety upgrades plus paving. The SAP application lists flashing stop signs at roughly 10 locations and a second work package of resurfacing for roads including Twilight, Watts Bridal, Kimball, Harmony Church and Avenue, the presenter said. The commission discussed publishing the list publicly if the county is awarded the money and noted the sheriff’s and police chief’s recommendations were included in packet material.
Commission discussion then focused on Cooktown Road work tied to the SAP submission. County staff described a plan to pave roughly a mile and three tenths, extending about one-tenth of a mile past Kimball and connecting to previously completed sections. “We should go 1 tenth of a mile over Kimball. And we are like a mile and 3 tenths finishing up,” a county speaker said.
Commissioners authorized the public procurement step. A motion to proceed with the RFP for Cooktown Road was made and seconded; the clerk recorded an affirmative voice vote. The motion passed. No additional funding appropriation was recorded during the vote; staff said they would proceed with the advertisement and RFP timeline, including required legal notices and a 30-day solicitation period.
Officials also discussed timeline contingencies: staff said the county expects limited bidders and that the package will be publicly advertised and adjusted if the awarded funds change. The presenter said the county will post which road segments would be done once funding is confirmed. "When we get the money," the presenter said, "we can change something if somebody sees something we may need to do or we can adjust that."
Ending: Staff said they will run statutory procurement advertising and return with contract recommendations after the solicitation closes. The commission did not set a construction start date; staff said they will report back once bids are evaluated and contracts are ready for award.
