Spanish Fort approves $37,050 Westminster Drive repairs after FEMA denies disaster claims; resurfacing bid introduced

The Spanish Fort City Council on June 10 authorized $37,050 in repairs on Westminster Drive and Westminster Gate subdivision, and also introduced the city’s 2024 resurfacing project for later consideration.
The council adopted Resolution 15-20-2025 to authorize a contract with Sunset Contracting Inc. to mobilize, seal pipe joints, replace damaged sidewalks and inlets and supply sand and sod to stabilize the site. Council members voted to suspend the rules for immediate consideration and then adopted the resolution by roll call vote.
City staff said the work follows damage from an April 6 storm that produced 14 inches of rain in about four and a half hours. Staff reported that the Federal Emergency Management Agency declined the city’s disaster claims because statewide damage did not meet the governor’s $9.5 million threshold for public assistance; that threshold excluded private-property losses and was applied statewide rather than to Spanish Fort alone.
Separately, staff introduced a resolution awarding the 2024 resurfacing project; the lowest bid was from HCL Contracting LLC for $197,167.46. That bid is under engineer review and will be considered at a subsequent meeting; no award was finalized June 10.
What’s next: the Sunset Contracting Inc. work is authorized to proceed; the resurfacing award remains under review and will return to the council for potential award and contract approval.
