Spanish Fort introduces Tinsall Bridge construction storage rules and several rezoning requests for July public hearings

The Spanish Fort City Council on June 10 introduced an ordinance to allow temporary construction and equipment/material storage along the causeway for the Tinsall River Bridge replacement project and scheduled multiple rezoning public hearings for July 7.
City staff said the temporary-use rules would mirror prior regulations adopted for the Mobile River Bridge project but apply to the separate Tinsall River Bridge contract and a shorter construction timeframe.
The measures matter because they would authorize short-term storage and staging areas along a key corridor and because several rezoning requests could change permitted uses at specific parcels along U.S. 31, Amber Lane and Spanish Oaks Drive.
Mr. Connor, a city staff member who introduced the Tinsall Bridge item, said the proposed ordinance would “authorize and allow those types of uses and temporary use in support of the construction of the replacement bridge project, on the same terms as the Mobile River Bridge project.” The ordinance was introduced for consideration on the council’s July 7 agenda.
Council members and staff also introduced multiple rezoning ordinances and announced public hearings on July 7:
- A request to change 30752 Amber Lane from R-1 (single-family residential) to B-2 (business). Planning Commission gave a positive recommendation; the property is unimproved and lies north of old city hall.
- A request to change 10021 U.S. Highway 31 (corner of Jimmy Faulkner Boulevard and Highway 31) from R-1 to B-1 to match the site’s current commercial use; the Planning Commission recommended approval.
- A request to change 30901 Spanish Oaks Drive West from R-1 to R-4 (manufactured/mobile home district). The Planning Commission held a public hearing and forwarded a negative recommendation, citing public comments.
- A request to change a tax parcel (05-32-07-25-0-000-002.004) along U.S. Highway 31, just east of Unity Fiber, from R-1 to B-3 (general business). The Planning Commission forwarded a positive recommendation; potential uses discussed included a convenience store and gas station for a subdivided portion of the parcel.
Staff also noted a separate zoning-ordinance update that would allow laydown yards for the Tinsall Bridge replacement, similar to allowances made previously for the Mobile River Bridge/Bayway project.
All introduced ordinances and zoning changes were placed on the July 7 agenda for public hearing and further council action. No final rezoning votes were taken June 10.
What’s next: the council will hold public hearings July 7 to accept testimony and then decide whether to adopt, amend or deny each rezoning ordinance and the temporary-use provision for the Tinsall River Bridge project.
