Board approves large personnel slate; appoints Miranda Lynch as Martinsburg High principal

The Berkeley County Board of Education approved a broad slate of personnel actions Monday that included appointments, transfers, resignations and retirements across professional and service staffing categories.
Counsel and human-resources staff presented the list, which the agenda noted included 21 professional appointments, multiple transfers, rescinded reductions in force and a number of service-level hires and changes. The packet and the board presentation listed 328 combined professional, service and substitute personnel actions for the meeting.
Two items the board discussed in more detail were the reassignment of Dr. Tyler Long from principal at Tuscarora Elementary to director of alternative education, and the hiring of Miranda Lynch as principal of Martinsburg High School (Lynch was present and introduced during the meeting). The staff presentation noted that Lynch had been technology assistant director before the promotion.
Board members also discussed the reorganization of the transportation department and several return-from-transfer items; staff said the overall reorganization would still produce net administrative savings of approximately eight positions compared with prior staffing levels.
One line item (line 55 in the packet) was discussed in executive session; the board then returned to public session and approved the personnel slate, including the previously discussed lines. Motions and seconds were recorded and the board voted by voice vote.
Human-resources staff told the board that several pre-K aid positions were moved through the transfer process and many had been assigned; special-education and high-need classrooms would retain required staffing levels. Staff also described how long-term absences and substitute coverage would be filled.
The board did not discuss individual employee records in open session; personnel actions were approved consistent with the superintendent's recommendation and state personnel rules.
