Caribou receives $4 million brownfields cleanup grant for steam plant; riverfront master plan RFP to be issued

The City of Caribou has been awarded a 2025 brownfields cleanup grant of $4,000,000 for the steam plant on the riverfront, City Manager Penny Thompson reported at Monday's council meeting.
Thompson said the city is awaiting the final EPA fact sheet for the site and noted that prior EPA removal actions have already incurred significant costs; she described the cleanup of the former steam plant and other power-plant sites as a costly undertaking completed through liens and related acquisition processes. "The city did receive a 2025 brownfields cleanup grant for the steam plant in the amount of $4,000,000," Thompson said.
Thompson also said the riverfront master plan final notice has been given by MBRC and the city will soon issue an RFP for the master-plan work. Staff indicated they will proceed with an RFP for consulting services to prepare a riverfront master plan, and the council noted that other related projects — including airport apron work and the fire- and police-station projects — are in various stages of procurement or construction.
The council did not take formal action on the grant at the meeting; Thompson said staff will continue to work with EPA materials and with the master-plan process to bring detailed implementation steps back to the council.
