Commission recommends CUP for Builders Cabinet Company’s on-site workshop in Jackson District

Commissioners recommended approval of CUP 2025-03 to allow custom cabinet manufacturing and a contractor’s office and shop on an agricultural parcel on Bellemeade Road in the Jackson District.

Staff presentation: Kayla Casamano told the commission the applicant proposes a 4,800-square-foot workshop about 650 feet from Bellemeade Road on a 6.09-acre A-2 parcel designated rural. Staff said the building would be largely enveloped by mature forest, would have limited visibility from the road and would be subject to an administrative site plan to ensure development standards are met. The neighborhood meeting produced no objections and staff expects minimal impacts to county facilities.

Applicant presentation and public comment: Applicant Joey Bryant said the operation would relocate woodwork from Richmond to the adjacent parcel he owns; most customer-facing work happens on-site by appointment and much of the fabrication would be internal. There were no public speakers opposed at the meeting.

Commission action: A motion to recommend approval with the eight conditions recommended by staff passed on roll-call vote. The motion included the requirement for an administrative site plan and conditions (1, 2, 4, 5 and 6 in the staff report) that the staff indicated would preserve rural character and limit clearing.

Next steps: The recommendation will be forwarded to the Board of Supervisors; the applicant must submit the administrative site plan and meet code requirements for setbacks and access.
