Committee conditionally authorizes Mitchell Road resurfacing using Rebuild Illinois funds

At its June 2025 meeting, the Village of Machesney Park Public Improvements and Safety Committee approved a conditional authorization to award the Mitchell Road resurfacing project using Rebuild Illinois (RBI) funds the village received.
Staff reported the village received $1,550,000 in Rebuild Illinois funds that were originally allocated to center-median work along Route 251 and that a favorable bid left funds available. Because of an IDOT deadline to obligate the RBI funds and the timing of the bid-opening process, staff asked the committee to authorize awarding the Mitchell Road resurfacing project to the lowest responsible bidder after bids are opened. Staff described the request as “nonconventional” because the committee would authorize an award before the bid opening; staff said IDOT had been consulted about allowable use.
Trustee Bogie moved to approve the conditional award; Trustee Bailey seconded and the motion carried unanimously. Staff said the earliest date bids can be opened is June 3 and that the award will be to the lowest responsible bidder once bids are received.
