Berkeley County Planning Commission schedules public hearings for Bellwood and Southbrook final plats

Staff told the commission that Bellwood Section 3 Phase 2 (Lots 37 and 39–41), proposed by CVS Builders LLC and surveyed by Fox and Associates, would create four residential lots on about 4.9 acres on Stormfield Drive West, roughly 600 feet south of Plymouth Drive and southeast of Shepherdstown Road in the Opekin district. County Engineer Doug Smith reviewed the plat and, on June 9, 2025, determined it complied with the Berkeley County Subdivision Ordinance (2009). Staff recommended a final-plat determination and advertising a public hearing on July 21, 2025.
George Nagel of Fox and Associates appeared at the meeting to represent the developer. No commissioners raised substantive questions about the Bellwood submission during the staff presentation.
Staff also presented Southbrook Section 2 Phase 7A (Lots 146–161), a proposal from Chandlers Glen LLC with surveying by Gordon. The site lies on Shiley Road in the Mill Creek district about 0.3 miles north of Hatchery Road and would create 16 residential lots on approximately 1.13 acres to be served by public water and sewer. County Engineer Doug Smith issued a letter on June 5, 2025, finding the project in compliance with the Berkeley County Subdivision Ordinance (2009); staff recommended advertising a public hearing for final-plat approval on July 21, 2025.
Commissioners moved and seconded motions to advertise public hearings for the two plats. For the Bellwood item, the transcript records a motion to schedule a public hearing for final-plat approval on July 21, 2025; the motion was seconded and passed. For Southbrook, the commission accepted staff’s recommendation to advertise a public hearing for the July 21 agenda; that motion also carried. The recorded outcomes were votes to advertise and schedule hearings only; the commission did not vote on final-plat approvals at this meeting.
